Project Description
The first phase of the Pogues Run CSO Reduction/Flood Protection Project,
designed by Christopher B. Burke Engineering, Ltd. (CBBEL), consists of
one detention basin/wetland at Emerson Avenue and a second basin at
Brookside Park. CBBEL was awarded the contract to conduct
construction observation at the Emerson Avenue site. This challenging
project consists of acting as the owners representative during the nearly
2 year construction project. Excavation of approximately 550,000 cubic yards of
earthen material and 250,000 cubic yards of special waste, construction of
approximately 14 acres of various wetland zones, and a proposed 24 foot
high earthen dam make this one of the largest water resources projects
ever constructed by the City of Indianapolis. Three CBBEL staff members
performed project coordination, quantity measurement and project
documentation, with geotechnical and survey services performed by CBBEL
sub consultants.

Scope of Engineering & Professional Services
This project included a full array of construction observation services.
In particular CBBEL staff provided overall project coordination,
measurement of construction quantities, development of project
construction reports and documentations, coordination of project
sub consultants and extensive meetings/support for client.
