Project Description

CBBEL staff developed a detailed technical manual that defines dam ownership responsibilities and liabilities, dam operation and maintenance practices, and detailed dam inspection procedures for all types of dams in Indiana.  The manual required extensive literature review and coordination with IDNR, as well as the establishment of guidelines and practices that will be used during the inspection and documentation of dams.  Methods for field examination of all aspects of dams and identification of problems are key elements of the manual.  Specific information is provided for correction of deficiencies and repair of damages on dam embankments and spillway structures.  A unique component of the manual, which is contained in 4 self-contained, but inter-related parts, is a compilation of Dam Safety Fact Sheets which deal with specific dam issues and problems.  The 600-page full color manual has been distributed to dam owners on compact disk format, and has also been placed on IDNR’s website for public access
 

Scope of Engineering & Professional Services

CBBEL performed detailed literature reviews of inspection manuals currently in use throughout the United States.  IDNR staff was interviewed to obtain their input and requirements.  CBBEL developed detailed inspection practices and methods for use in the manual, and conducted numerous dam visits to obtain additional insight.  CBBEL conducted monthly meetings with IDNR staff to review the manual progress and content.  The manual was being developed in web format so that it can be placed on IDNR’s web site.
