Project Description

CBBEL produced a Flood Hazard Mitigation Plan for the unincorporated areas of Howard County, Indiana. Potential flooding sources were identified, as were properties that may incur damage from these flooding sources. Input gathered from neighborhood surveys and public meetings was assimilated into the report to reflect the public opinion. The Plan recommended various flood mitigation measures based on conditions specific to a particular area and provided justification for obtaining funding for the recommended measures. Major recommendations of the Plan included implementing educational programs, voluntary buyout of 12 high-risk buildings, voluntary flood proofing of 23 moderate-risk buildings, updating flood hazard information, strict enforcement of storm drainage/floodplain ordinances, participation in the FEMA Community Rating System (CRS) program, and formation of a proposed Wildcat Creek Basin Commission.  Apart from its main objective, the Plan will also serve as a basis for the community’s enrollment in the National Flood Insurance Program’s CRS; participation in the CRS lowers flood insurance premiums for participating communities.
