Project Description

CBBEL staff developed a technical and administrative handbook that includes descriptions of drainage improvement project construction techniques, best management practices for drainage projects, explanations of agency permitting processes and procedures to be followed by permittees, a list of agency employees who are responsible for permitting, and descriptions of projects that are exempt from state and/or federal regulation. The project required intensive coordination and fostering a broad consensus among various governmental agencies, agricultural interests, and environmental groups. One thousand (1000) copies of the handbook have been distributed and are to be utilized by those involved in drainage improvement activities throughout the state.

Scope of Engineering & Professional Services

Major project elements included the review and evaluation of 50 major handbooks and technical documents; development of description and specifications for 62 best management practices; review and description of current regulatory authorities of U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, Natural Resources Conservation Service, Indiana Department of Natural Resources, and Indiana Department of Environmental Management; intensive multi-agency coordination; and the development and publishing of a major 800-page reference handbook both in hard copy and digital format.
