Project Description

This project is the largest water resources project completed by the City of Indianapolis since the construction of the Eagle Creek Reservoir. CBBEL staff completed the planning, design, and construction observation services for this project. Design features include a dam, a 575 acre-foot detention pond, 14 acres of constructed wetlands, capping of an asbestos - contaminated area, design of a parking lot and stormwater quality basin, and elimination of a neighborhood flooding problem. The design required significant erosion control measures including sheet piling to protect  the existing Interstate 70 bridge, articulated concrete mats to protect the dam embankment during overtopping, energy dissipation for the transition of flood flows, appropriate seeding of the 40 acre site, and gabion baskets, erosion control mats, and rip rap to protect conveyance channels. CBBEL staff provided full-time construction observation services throughout construction of this project. In addition, CBBEL staff are performing wetland monitoring services to evaluate performance of the wetland community at the site.  The project benefits include the removal of 350 residential and business structures from the FEMA flood zone, water quality benefits, and recreational opportunities.
 

Scope of Engineering & Professional Services

Christopher B. Burke Engineering, Ltd. (CBBEL) provided a full range of engineering services to the City of Indianapolis including project planning and feasibility services, design engineering services, and construction observation services for this project. The planning and feasibility study phase included hydraulic and hydrologic modeling of the stream and a study of the impacts on the flood plain. Design considerations included erosion protection, dam and spillway design, wetland construction and planting, and planning for future park and trail amenities. CBBEL also assisted the City in obtaining the required permits from FEMA, IDEM, DPW, IDNR, and the U.S. Army Corps of Engineers.
