Project Description
Michigan City needed to develop a regional detention facility to remove
residences from the regulatory floodplain. They also saw the opportunity
to make the regional facility a city park and neighborhood amenity. CBBEL
was hired early on to develop alternatives and conduct hydraulic modeling
and mapping. CBBEL was then retained to design the facility and obtain
necessary permits. An environmental assessment was conducted which
identified one wetland and the Striebel Arm channel as the only resources
of concern. The site layout was designed to minimize impacts to both the
Striebel Arm channel and the identified wetland. CBBEL applied for
permits from the Indiana Department of Environmental Management, the Army
Corps of Engineers, and the Indiana Department of Natural Resources. In
the final design, CBBEL integrated stream mitigation requirements,
stormwater quality requirements, native plant landscaping, 15 acres of
emergent wetland, and multiple park amenities into the facility. Once
constructed, the end result will be a local park, with recreational and
educational opportunities, that also reduces flooding, improves water
quality, and provides wildlife habitat.
