Project Description The landfill deploys a composite liner system, consisting of a verified subgrade, 3 feet of recompacted soil liner, a 60-mil HDPE geomembrane liner, a 16-ounce nonwoven geotextile, and a 1-ft gravel leachate drainage layer. |

Scope of Engineering & Professional Services CBBEL staff prepared several permit modifications for the landfill floor redesign, final cover redesign, stormwater drainage facility redesign, waste limit evaluation, site layout and design, and landfill gas management system design for the Blackfoot Landfill. Permit modification applications for alternative daily cover and leachate recirculation were also prepared. Final cover modifications were prepared to incorporate the new composite liner capping system over cells built with composite liners. CBBEL staff used the U.S. EPA’s HELP model to evaluate and permit alternative leachate management systems. CBBEL staff prepared detailed design drawings and calculations, and prepared and submitted the application documents to the Indiana Department of Environmental Management (IDEM). IDEM approved all of the applications. The detailed designs consisted of calculations for airspace gain, leachate management, soil loss, surface water runoff, landfill stability, and implementation plans for an active landfill gas management system.
CBBEL staff provided
general engineering services on an on-going basis. Annual airspace
calculations were generated using Computer Aided Design (CAD) software.
Waste densities were also prepared. In addition, CBBEL staff performed
various other activities for the site including quarterly plot plans,
asbestos location reports, compliance support, closure/ post closure
estimates, groundwater sampling and analysis plans, annual topographic
maps, and detailed computer models of the landfill floor and final cover
surfaces. CBBEL staff also prepared New Source Performance Standard (NSPS)
calculations for landfill gas as required by the EPA’s 40 CFR Part 60 and
state regulations, and submitted them to IDEM. |
