Project Description

This project consisted of the construction of a 3.1-acre piggyback liner system at the Monroe County Landfill. The liner system included a verified subgrade, a 3-ft compacted soil liner, a sand drainage layer, and a sand/shredded-tire protective cover layer. The soil liner consisted of a minimum of 3.0 feet of recompacted low permeability soil (1x10-7 cm/s maximum) with relatively high clay content, compacted in maximum 9-inch thick lifts. The leachate collection system consisted of 1.0 feet of sand with a minimum hydraulic conductivity of 1x10-2 cm/s. The sand/shredded-tire protective cover was placed directly over the leachate drainage layer.
The liner system was constructed by landfill personnel on a part-time basis over a three month period.

Scope of Engineering & Professional Services

CBBEL staff provided part-time construction quality assurance (CQA) services during the construction of the liner system. Engineering services included soil sampling, inspection of construction methods and procedures, verification of liner elevations and thicknesses, construction documentation, and documentation report preparation. The report was certified and submitted to the Indiana Department of Environmental Management (IDEM). The construction was approved for waste acceptance.
